The first object is sought to be effected by Conditions (2) and (3) of the form of import licence in the schedule to the Order, and by the following additional conditions willch have already been referred to above:-

*(7) No article shall be imported which is "consigned by or to any person whose name

"appears in the confidential list attached

"nereto or in any list supplementary thereto "issued by the Superintendent of Imports and

"Exports."

*(8) The list referred to in Condition (7) shall

In the case of licences to import from Canton, the West River, Swatow, A..oy, Tooonow, Haçao, or places on the Coast

of Kwong Tung within 50 Miles from the Colony of Hongkong, the additional conditions will read as follows:-

"(9). No article shall be imported which is

"Superintendent of Imports and Exports, provided

"that this condition shall not affect any of the

"persons referred to in Condition (7)."

The lists which it is intended, in the first instance,

to communicate as a part of these conditions are the black

lists which were received from the Secretary of State under

cover of his despatch of the 17th September, 1915, with pos-
